At the end of November, it was reported that Pemex continues without making payments of resources for the Hydrocarbon Extraction Right and the Shared Utility Right, obligation that is foreseen in articles 39 and 44 of the Hydrocarbon Income Law, which provides that the rate corresponding to the value of the hydrocarbon in question, crude oil, associated and non-associated natural gas, as well as condensate, extracted in the month will be applied, and the assignee will be obliged to pay monthly the Hydrocarbon Extraction Right.
\nHowever, the last payment record of Pemex dates from February, when it delivered to the Mexican Petroleum Fund (FMP) a total of 35,483 billion pesos (mmdp). In January, Pemex only channeled resources for 137 billion pesos, since it only complied with its obligations related to Exploration Rights.<\/p>\n
What left a lot to be said was that the amount reported in February was 1.3 percent lower than the amount delivered in December 2022, i.e. 35 thousand 977 billion pesos, and 9.5 percent lower than the 39 thousand 222 billion pesos of the second month of 2022. During this quarter, private contracts increased by 4.4 percent between January and February, from 4 billion 209 million pesos to 4 billion 394 million pesos.<\/p>\n
It should be noted that this increase was due to the significant conventional penalty payment made by some private operators, which represented almost 50 percent of the total amount for the month.<\/p>\n
However, in the eleven months so far this year, Petr\u00f3leos Mexicanos (PEMEX) has failed to pay more than 178 billion pesos in royalties. These unpaid resources exceed the budget authorized to the Ministry of Energy (SENER) for the fiscal year 2024, which is a little more than 170 billion pesos, one of the highest.<\/p>\n
Likewise, the oil company's gap is about 3 billion pesos greater than the 175 billion pesos difference between the debt ceiling acquired by the federal government in the 2023 budget and that approved for next year.<\/p>\n
On the other hand, private contracts increased their contribution to the Fund, contributing more than 5 thousand 693 million pesos. This increase was mainly due to the fact that production sharing contracts significantly increased the amount of their resources, from 2 thousand 311 billion pesos reported in October to 5 thousand 434 billion pesos in November.<\/p>\n
The license contracts channeled the remaining 159 million. Therefore, these figures leave much to be desired, and call into question whether the progress that the director of Petr\u00f3leos Mexicanos comments on the performance of said company is true, since the numbers speak for themselves, and at the end of the year it continues without showing a favorable traceability.<\/p>","protected":false},"excerpt":{"rendered":"
