Today, January 7, 2021, the Official Gazette of the Federation published the following:
THREE PARAGRAPHS ARE ADDED TO ARTICLE 87 BIS 2 OF THE GENERAL LAW OF ECOLOGICAL BALANCE AND ENVIRONMENTAL PROTECTION.
Sole Article. The fifth, sixth and seventh paragraphs are added to Article 87 BIS 2 of the General Law of Ecological Balance and Environmental Protection, to read as follows:

It is the responsibility of the states to promote a culture of dignified and respectful treatment by establishing sterilization campaigns and disseminating information on the importance of adoption, vaccination, deworming and the environmental, social and public health consequences of abandoning pets.
The federal entities in coordination with the Municipalities or, as the case may be, the Mayor's Offices of Mexico City, will guarantee as far as possible the free sterilization of animals, and their dignified and respectful treatment in animal control centers, establishing the corresponding penalties for anyone who mistreats animals.
In the case of dogs and cats, the breeding, commercialization or reproduction of specimens will only be allowed in authorized places in accordance with the official Mexican standards on the matter. The federal entities, in coordination with the Municipalities or, as the case may be, the Mayor's Offices of Mexico City, will establish the corresponding sanctions for those who carry out clandestine breeding, commercialization or reproduction actions.
This Decree shall enter into force on the day following its publication in the Official Gazette of the Federation.
