Consultation is a right of indigenous peoples recognized in both the international and national legal framework.
The principles that should underpin a consultation with indigenous peoples and communities are:
- Prior to making decisions that may affect them.
- Free, without coercion, intimidation or manipulation of any kind.
- Informed, with sufficient and broad knowledge of the matter to be consulted, providing understandable information and in the language of the people or community.
- Be conducted in good faith, as a genuine dialogue between both parties, with respect and a sincere desire to reach an agreement.
