The affected owners of the expropriation of the U-3400 hydrogen plant, located inside the Tula refinery, in the state of Hidalgo, will have only 15 business days to state “what is in their right and interest”, in addition to submitting the evidence they deem necessary.

On February 9, the Ministry of Energy (Sener) completed the expropriation of the U-3400 hydrogen production plant, formerly owned by Air Liquid, located inside the “Miguel Hidalgo” refinery.

“The interested parties have a period of 15 business days from the notification or the second publication in the Official Gazette of the Federation of this declaration, to state before the Legal Affairs Unit of the Ministry of Energy, what is in their right and interest and submit the evidence they deem relevant,” says the third transitory article of the document, but does not clarify when such publication will be made.

On Friday, December 29 of last year, the President of Mexico, Andrés Manuel López Obrador, published the Decree for the expropriation of the plant.

The argument for this expropriation, according to the Declaration, is to supply hydrogen to the “Miguel Hidalgo” refinery with autonomy and without depending on external agents.
